Better yet, it's portable freeware, so you can carry it on a USB drive and format other Flash drives on any Windows PC, or even copy it to a PC, run it, and then just delete it.

Nimble: At just 96KB, HP USB Disk Storage Format Tool is small enough to keep copies wherever you need them.
Enable Compression: Selecting Enable Compression lets archive and backup software compress and store data on your removable drive.
DOS startup disk: HP USB Disk Storage Format Tool can create a bootable DOS drive that can boot your PC for repair or recovery using copies of your own system files. The feature doesn't work with NTFS partitions, but FAT32 is fine for portable drives in Windows NTFS systems. We tried version 2.2.3.

Cons

Run as administrator: You may need to run HP USB Disk Storage Format Tool as an administrator. It's easy enough -- Right-click the app and select Run as Administrator -- but nevertheless an extra step that some might find intimidating.
